As my consideration,
(h) EU countries are creating search engines recently.
(i) Motivation as voting a cultural sphere is the real body of AI.
(j) If EU citizen or world wide people register their URL and EU search engine collect each people's CPU ID (since the next CPU of Pentium III of 90s, each CPU has ID), every intellectual property approach will be able to be notarized by the association or EU. Then what means AI age will be aimed and decided.
Germany is founding a data center in Norway, UK may join the data center including the notarizing system.
Then there will be some application of the notarized documents of each person. For example, the evaluation of the progressiveness in each URL, the contribution degree for the AI sphere, or the certainty of originality including the data property including the time stamp, etc. are possible to be given to each registered CPU ID to the search engine which can be the base of AI of the sphere. I.e. the record of those who contribute human future is more important than AI.
(k) in range of my knowledge, under China's intellectual property rights' law, every great patent and copyright belongs to China as country. No personal right is there.
(l) Compare (k) and (i). Aiming AI age's victory, there will be many people those who select Europe or those who select China, naturally it is each people's selection.
