(a) the advantage ratio: 36864 : 16

(a)'s advantage will be benefit obtained after the game.
And the each people's risk is ...

(b) each of Mr. Trump and the three: 1/16
(c) each of other's: 1/36864

I have no idea of how USA will be able to win even if there was no conspiracy of the 196 countries before the game start.

The Lanchester strategy was invented in UK during WWI.
And during the Pacific War as part of WWII, USA prepared double fighter Jets against Japanese Zero fighter, i.e. it was 2 : 1, then the advantage was at least 2^2 : 1^2 = 4 : 1, Japanese soldiers' deaths were 2 millions and USA soldiers' deaths were 300 thousands, although the number wasn't only by the aerial dogfights.

This time, I believe, the tariff are paid by USA citizens to lose for no requirement e.g. by (16 - 36864) advantage.
