I believe that Japan is trying to achieve 華夷秩序, the traditional east Asia order.
華 means “flower”, 夷 means “barbarian”, 秩序 means “order”, then “the world order of central flower (China) and eastern kingdom (Japan)”.

Japan had a treaty regarded as one country and two systems with China in 2018, combined the bank of Japan to Chinese one zone one way in 2019, gave Chinese Japanese farmlands, headwaters, harbours, and there are over 150 ships of Chinese People's Liberation Army on the sea lane toward Japan, but former Prime Minister Abe (killed) told Japanese defense force as “can you believe that you can win China?”, and do nothing.

But Japan can’t cut the debt by the double decorated investment off, it was reported 30 trillion dollars at least in 2021, then Japan should have the debt and loses the country in 華夷秩序 (the world order of central flower and eastern kingdom), therefore Japan is paralyzed now.
